FG Unveils Ambitious Dairy Sector Transformation Plan, Targets 37,000 Jobs for Women and Youths

Abuja, June 2, 2026 — In a major step towards economic diversification, food security, and inclusive growth, the Federal Government has announced an ambitious dairy sector reform programme aimed at empowering over 37,000 women and youths across Nigeria through targeted investments, skills acquisition, access to finance, and market integration.
The initiative, unveiled at the 2026 World Milk Day Conference in Abuja by the Minister of Livestock Development, Idi Mukhtar Maiha, is expected to reposition Nigeria’s dairy industry as a critical driver of employment generation, rural development, and agricultural industrialisation.
According to the Minister, the proposed Women and Youth in Livestock Empowerment Initiative forms a key component of the Federal Government’s broader livestock transformation agenda designed to unlock opportunities across the dairy value chain while reducing Nigeria’s dependence on imported dairy products.
Maiha disclosed that the programme will provide thousands of beneficiaries with practical skills, modern dairy production technologies, financial support mechanisms, and structured access to local and international markets.
He emphasized that empowering women and youths remains central to the administration’s strategy for revitalising the livestock industry and creating sustainable livelihoods across rural communities.
“The future of Nigeria’s livestock sector lies in the active participation of women and young people. Through this initiative, we are creating pathways for entrepreneurship, employment, wealth creation, and food security,” the Minister stated.
National Dairy Policy Framework Unveiled
As part of the reforms, the Minister officially launched the National Dairy Policy Implementation Framework, a strategic blueprint expected to guide investments and policy interventions aimed at modernising the country’s dairy industry.
The framework seeks to increase local milk production, improve processing capacity, strengthen value chains, and attract private sector investments into dairy farming and processing.
A major highlight of the initiative is the establishment of women-led milk aggregation and processing cooperatives, which are expected to enhance production efficiency, improve income levels among female farmers, and expand market opportunities for dairy products.
Industry experts believe the cooperatives will serve as critical hubs for milk collection, storage, processing, packaging, and distribution, thereby strengthening Nigeria’s domestic dairy ecosystem.
Unlocking Economic Potential
Stakeholders at the conference described the dairy sector as one of Nigeria’s most underutilised economic assets with enormous potential to create jobs, stimulate industrial growth, and improve nutritional outcomes.
Available industry estimates indicate that Nigeria spends billions of naira annually importing dairy products to meet local demand. Experts argue that increasing local production through targeted reforms could significantly reduce import dependence while retaining economic value within the country.
Agricultural economists noted that sustained investments in dairy infrastructure, processing facilities, veterinary services, feed production, and value addition could create thousands of direct and indirect jobs nationwide.

Observers say the government’s latest intervention aligns with ongoing efforts to strengthen food security and enhance rural economic development.
